General Vulture was in his office on the third floor of the Core in Sector Seven. Sitting at his desk with Carari Grey, billionaire and Chairwoman of Carari Incorporated, waiting for two of his best officers, Ocelot and Liquid, to join the conference.
"I had my news outlet dismiss the broadcast as propaganda and labeled the group as terrorists, but I think a response from the Vulture would be best," said Carari.
"And how did they manage to get pass Vulture security?" asked the General.
Carari sighed. "I don't know."
Vulture remaineed quiet. They had to do something about these 'terrorists' soon. Before they caused an uprising that couldn't be put back in the bottle.

Ocelot received the call from the General to meet him at the Core. Knowing that it had to do with the unsanctioned broadcast at Carari Incorporated news station. Dressed in Vulture military gear made complete with a brown trench coat, Ocelot entered the third floor of the Core and then was allowed entry into Vulture's office. Nodding his head in acknowledgement to Carari's presence before meeting the General's gaze.
"General."
Ocelot remained standing in the corner of the room waiting for the General to make his opinion known as to why they were there. Of course he expected that Liquid would be joining them soon enough. He knew one of the men who was behind the broadcast. Kragen. A former combat buddy when they were younger. Now they were enemies. Funny how life worked.
"Miss Grey."

Liquid got the call and immediately arrived at the Core. Showing his security clearance and entering the military base taking an elevator to the top floor where Vulture's office was located. He entered the office and looked at everyone already there before going to the opposite position Ocelot was standing in as he pulled out a small black projector that showed a holographic projection of satellite images captured at the scene of the crime. Liquid Snake "At nineteen hundred hours a small squad of Isafaro Resistance came out of an open man hole cover and entered the TV station. They then proceeded to record an unauthorized broadcast before being cornered by Vulture men, but were able to take out the unmanned Vulture chopper and escape through the same open man hole cover. We suspect they're using the sewers to travel between the sectors." Liquid turned off the holographic projection and put the device back in his pocket. Liquid Snake "It was an oversight that soldiers weren't guarding the side entrance and the staircases that led up to the recording studio. I have since fixed this oversight at all available TV stations in the city. It shouldn't happen again." Of course, Liquid knew the damage was already done. Some would flock to the Resistance and join their fight while others would believe their side of the story. Not wanting to risk their lives fighting against the Crimson Vulture. Liquid Snake "I believe Ocelot will know one of the three suspects. Kragen. The former Isafaro hero who fought in the Jherrazad Desert. An old war buddy of yours, if I'm not mistaken. The redhead and apparent leader is a woman named Tori Jacobs. A well versed soldier in Isafaro from Moon Valley who went AWOL some time ago. Now she works for the Resistance. I have no idea who the alien is."

Vulture nodded his acknowledgment of Ocelot and later Liquid. Carari smiled at the two.
"Gentlemen."
General Vulture listened as Liquid gave the breifing and was pleased to hear the oversight had been fixed. There shouldn't have been such a hole in their security in the first place, but people were only human and they made mistakes. He knew Ocelot and Liquid were good at fixing other people's mistakes.
"Where are they operating? They're using the sewers, but there has to be a base of operations they're working from."

Ocelot remained silent as Liquid gave his report. He only nodded when Liquid made the connection of his old connections with Kragen. Ocelot still respected the man for what he did for Isafaro, but traitors to the cause had to be swiftly dealt with. And Kragen was one of the biggest traitors to ever grace Isafaro.
"We worked together, but those days are long past."
Ocelot then turned his attention back to the good General.
"We suspect they're operating somewhere in Sector Four. With your permission I would like to send in a squad of soldiers to investigate the area and flush them out."

With Ocelot answering the General's question for him Liquid would move on with his assessment. Liquid Snake "We currently don't know how many people are a part of this growing Resistance. It could be just the three of them, or it could be more. An investigation into their whereabouts in Sector Four may be the best course of action." It wouldn't be popular with the citizens, but if they advertised it right they may just tolerate it like they've tolerated so much more from the Crimson Vulture. Vulture held all the cards, but a few of the citizens would join this rebellion to fight the power. It was the way men were in certain situations. Flight or fight.

General Vulture considered it for a moment. He trusted Ocelot to be able to flush them out in Sector Four, but he wanted something done to the sewers as well. Something to keep them from traveling across the city so easily. It seemed apparent to him that the mutations in the sewers weren't enough to stop them from traveling, so they needed something more.
"I want soldiers to enter the sewers as well and close off several of the tunnels that lead to the different sectors. That way they can't so easily travel across the city."

"Yes, of course. I'll have men enter the sewers right away."
Ocelot pulled out a phone from his coat and made a call to his squad. Passing the orders to raid the sewers and then giving the orders to explore Sector Four and flush out the Resistance. He would join them soon enough as he hung up the phone and put it back in his coat pocket.
"Is there anything else either of you wish to discuss, or are we done?"

Liquid crossed his arms and looked between the General and Ocelot. There was nothing more on his side of things. It was obvious what they needed to do. Flush out the Isafaro's Resistance and execute them. But it was ultimately up to the General himself what they were to do next. Liquid Snake "What are your orders, General?"

General Vulture placed a cigar inbetween his teeth and inhaled some smoke into his lungs before taking the cigar out and blowing a smoke ring out of his mouth.
"I want all members of this Resistance captured and formally executed by Isafaro men as an example to anyone wishing to overthrow me. Crush the Resistance before it grows. Do you understand?"
Carari nodded her head in agreement.
"Then that is all I have for you three. You're dismissed."
Carari stood up and said her goodbyes before leaving the office as Vulture went back to smoking his cigar.

"Understood, sir. I'll get to it immediately."
Ocelot looked over to Liquid one last time and said goodbye before leaving the office and then the third floor of the Core to join the Vulture soldiers who would raid Sector Four searching for any Resistance members. It wouldn't be pretty, but it was necessary to stomp out rebellion and an uprising from ruining everything the four of them have built in Isafaro.
It was time to go to war.

At those orders Liquid could only smile. It was what he came to expect from the General. Crush anyone who defies them. The Resistance couldn't be allowed to cause an uprising, or make alliances with their enemies like the Empire of Jherrazad or Hallowton. It was time to end them before they could truly begin. Liquid Snake "Understood, General." Liquid left the room and exit the Core now that his orders were clear. He didn't suspect it'd be easy to flush them out, nor would it be easy to capture them with a veteran like Kragen on their side, but they had no choice but to do it for the security of Isafaro.

General Vulture watched the three leave his office and then sat up from his seat. Going over to the bulletproof window at the rear of his office and watching the sky which was covered in skyscrapers. He took another puff of his cigar and sighed at the realization that war had finally come to Isafaro. And like any good war he has been in...
He would win.
